How Will PUE Caps In Singapore Change The Way Data Centers Are Managed?

Power Usage Effectiveness has long been used as a metric to calculate data center efficiency. For roughly the last two decades, this popular metric has been used to manage data centers throughout the world. In Singapore, arguably one of the leading data center hubs in Southeast Asia with 1.4 gigawatts capacity, future PUE limits are likely to force operators of both new and existing data centers to modify their facilities and how they are managed.

The Situation in Singapore

In recent years, data center operators have had to deal with a number of legislative challenges, including a moratorium on new data center development in 2019. This ban was later relaxed marginally in 2022, as part of a program to allow companies to bid for permission to develop new facilities. Launched in 2025, the Singapore Standard SS 715:2025 - Energy Efficiency of Data Centre IT Equipment provides operational and equipment selection guidelines. 

The Singapore Economic Development Board (EDB) and the Infocomm Media Development Authority (IMDA) collaborate to support data center development in Singapore.

Under DC-CFA2, new facilities must achieve a PUE cap of 1.25 or better at 100 percent IT load.

What Does Uptime Institute Think About PUE Caps in Singapore?

Peter Judge, Senior Research Analyst at Uptime Intelligence, highlights a key challenge facing data center operators in Singapore: “The PUE limits are expected to be challenging to meet in a tropical climate. The demands may be somewhat alleviated by government grants for operational upgrades. However, existing grant schemes are limited to IT systems, and major improvements in PUE are likely to demand upgrades to cooling systems.”

According to data from Uptime Institute, Singapore’s current 1.25 PUE cap for new facilities is lower than the average regional PUE of 1.532. Singapore is one of several countries, including China, France, Germany and the Netherlands, that have introduced PUE caps or targets for data centers.

PUE is a widely used metric to measure data center sustainability and it is likely to be significantly lowered, which is one of the reasons many data center operators will need to leverage tools like DCIM along with facility upgrades to meet new regulations in Singapore.

How DCIM Can Address the Challenges Facing Data Center Operators in Singapore

  • Environmental monitoring. In addition to the upgrades to cooling systems that Judge's article discusses, DCIM's environmental monitoring can track temperature, humidity, and airflow across the facility, helping operators fine-tune cooling performance and sustain PUE improvements over time.

Although many data centers in Singapore are already monitoring PUE to meet Singapore’s existing PUE caps, doing so is table stakes for measurable PUE improvement. In addition to the operational and IT upgrades Judge mentions in his article, data center operators can realize several benefits by implementing DCIM software.
